None of my sync'd data is stored on the cloud - Resilio Sync is based on the older "btsync_ (and I think related to syncthing).

Also tried OwnCloud and NextCloud (I found NextCloud slightly better) - but Resilio Sync is doing everything I need (plus I'm using a plugin on my FreeNAS for resilio) - and Resilio Sync apps on my iPad and Android phone (both free - unlike the Owncloud app for iOS)! I'll still keep using my free Dropbox as an adjunct - but Resilio does everything I need, my music collection on all my devices (with selective sync on those devices with insufficient storage).
